You should say he is in an area that will be hunted by a select few, breaking many rules and regs as they do it without any consequence..... This deer, if legit and I believe it is, is in a non-hunting area. However when the "special hunts" are allowed they are for ANTLERLESS deer only..SUPPOSEDLY!!

They COULD set up a one-time hunt where this buck resides, allowing a single hunter the full opportunity. Basically sell lottery tickets for the chance to be that lucky hunter. Also, the hunt could be specifically for this buck only, or any deer.

There are all kinds of novel ways this could be construed, including multiple hunts, each a 3-day weekend hunt, one (or two) per ticket for each weekend. Odds are high the 1st lucky hunter(s) would fail to get him, but even if they did, it would be a fantastic opportunity for others in the subsequent weekend(s) since this isn't the only outstanding buck in that area.
The only way I think this would be somewhat a mistake would be to allow multiple hunters in the area simultaneously, with exception to the idea of 2 hunters per ticket (one winning ticket per hunt) where the winning hunter could simply choose a friend to hunt with him (or not). I could see a guy getting drawn and wanting to take his son, or his father, or his brother.
