Snake Collector stamp needed?

My best friend is a member of a group that travels all around the country looking for and photographing rare snakes. They are in the woods almost every weekend somewhere. When I saw the price increase page from TWRA I noticed the 'snake collector' stamp price increase. My question is does he need any type of license to look for and photograph snakes in TN? They do not capture the snakes or harass them in any way.

I am 99% sure that the snake collector stamp, like the wren, elk, and waterfowl, is an actual stamp sold to stamp collectors. If I find out I am incorrect, I will post a retraction of that.

It is illegal to collect snakes in TN. If they are not touched, and are photographed where they are found, then it should be OK. Being out and about with snake hooks would tend to confirm illegal collecting.
