Not at all uncommon to see deer with ribs showing in summer. I think it's more that we hunters are used to seeing deer in the fall, when they're loaded with body fat.

Yeah I have a very similar buck at my camera. I call him funny horn - 1 spike and 1 nub. Very thin and bony, but doesn't appear sick...
