Shooting near a public road.

This is not necessarily a TWRA question, but I'm hoping you can provide some guidance as to where to look. A friend is considering purchasing some land for use as a private long-range rifle range. The property is a rural, long, narrow tract adjacent to and parallel with an interstate highway. So long as he is not shooting across the right-of-way or the highway, are you aware of any statutes that would preclude his using it for target shooting? He's aware of the prohibition against hunting/shooting within 100 yards of an occupied dwelling without permission. That's not an issue here.

The issue he may have to deal with is the statute on reckless endangerment. Being that close to a major highway could be an issue. If there is any chance of a richochet going out into traffic........

It doesn't sound like there is any conflict with a TWRA regulation.
