Seen something odd yesterday

I was fishing at the city pond in Martin yesterday.
There is a very healthy population of ducks there.
Saw what I thought was a greenhead mating a susie and then when they got closer it was another greenhead he was on top of.
Watched them for a good 15 minutes and he was relentless, just like one would be with a susie.
It finally flew clean out of sight to get away.
I know dogs will hump other dogs of the same sex but I have never seen this with a duck.
Establishing dominance or what?
