What catman said is fine but I like to start mine a couple of weeks later....6 to 8 weeks before planting with both peppers and tomatoes. I've been burnt more than once by late cold spells.

the tomatoes and some peppers you can plant later and have smaller seedlings to put in the ground no problem. but some hot peppers take longer to germinate and grow slower, so I like a good head start on them. Bhut Jolokia need lots of time, I don't usually get ripe fruit till September

I've started tomatoes much earlier than March indoors but Wife got tired of planter boxes in front of windows. I always used those square plastic pots get 8 I think to a tray. Then I'd lay em over in the garden with just the last 6 inches or so sticking out. And I used a lot of miracl-grow or the generic equivalent. We eat a lot of tomatoes.
