I've got a new Ruger 10/22 Target model rifle with the bull barrel. I've got a 6.5x20x50 scope on it. I've also got the flip up butler creek scope covers that stay on the scope all the time.

The scope cap on the front actually touches the barrel.......fairly snug even. I know that a free floating barrel is more accurate than having a forestock that touches a barrel...and that even removing a barrel band can improve accuracy. So, could the scope cover firmly touching the barrel have any effect on the accuracy?

Yes, if it's touching the barrel it will have some effect on accuracy. Just sand or cut a little off the bottom of the scope cover so it doesn't touch.
