Scope adjustment issue

I have a Ruger 10-22 that originally looked like an AR. I put a regular synthetic stock on it and a Nikon scope. The scope is fine as I just took it off a deer rifle.

It had a picatinny rail. My prob is that I can't adjust the scope up high enough. The scope runs out of adjustment before I can bring the point of impact up enough.

I've even put new rings on it (weaver)

Any suggestions ?

Burris Signature rings with adjustable inserts.
 
Something doesn't sound right. Maybe take it all apart and reassemble. Make sure base nor rings are made to have 20moa or other built in cant that is got you too far off center from the start. Weaver rings aren't the top of the line, but I've got a couple sets and never had any troubles out of them.

To raise poi you have to shim rear base or maybe put a 20 moa picatinny rail on it.

I'm sick of fooling with this.. I have shimmed the base with one slice of aluminum from coke can, and then put two pieces under the scope/ring on the rear. it got it to within 2" .

I took some old bases I had, and tried filing down the front a few thousanths, but it made no difference what-so-ever. I must not have been filing in the right spot..

I don't want to spend a lot of $ on this setup, if I cant figure it out, i'll just put the old red-dot back on it..

The only thing I haven't tried is buying a new base to mount the scope on..

If a 20moa rail were to be installed backward, the scope would be pointing higher and would not cause this issue.

Did you buy this gun new, could it be the AR looking stock caused damage to barrel maybe over torqued, warped, Nikon should have plenty of adjustment. Weaver rings shouldn't be problem.Maybe barrel channel on new stock obstructed??

the rail cannot be installed backwards, holes are drilled to fit one way only..

this gun was a dealer exclusive..
