I owned one for a short while and liked it just fine. I sold it because I just didn't need it. I think they're great rifles - ESPECIALLY if you luck up and find one on sale. If I find one on sale, I will snatch it right up. I'm always keeping my eyes peeled, but haven't come across one yet.
 
Nice gun for the money. I have 1 in .308 and love it. Factory loads easily shoot MOA or under at 100. Hand loads 3 shot group all touching at 100....on a perfect day with no wind lol.
 
I found a youth .243 on sale at a local shop. Bought a .243 for the wife to shoot. Think I gave $320 out the door for it brand new.

I think the Ruger folks looked at the Remington and Savage entries in the "enry level" rifle market and decided they could one-up everyone.

Lot of folks are very happy with their Rugers. You almost never hear a discouraging word.
