Can someone tell me why this wma is already got the bar gates closed and small game season isn't closed yet...

Most of the time it is done to limit the damage to the roads. When they are going through the freeze/thaw cycle, it is really easy to rut them out causing the need for extensive maintenance later.
You can give Reg. 3 a call to see if it is that, illegal dumping, or whatever.
