Sounds to me like two problems, the windage screw is off, way off, and that implies the front ring is not at a right angle to the base. Pull the scope. Get a one inch wooden dowel. lay it in the rings and look for a space between the rings and dowel. If your rear ring is that far off, the front ring is also probably not squarely mounted either. another way is to hold the rifle so the rings are parallel to the ground and place a level on each ring and adjust until the bubble is lcoated in same place dead center hopefully. Once rings are definitely at right angles to the bases, remount the scope but do not tighten up the base screws on the rear rings that control gross windage adjustments. Follow procedure in earlier post and get your windage adjustment centered.
Now, Pull the bolt. set the rifle on a rest. about 25 feet away set up a target with a red/orange target dot. adjust the rifel and or target until you can look through the bore and see the one inch dot. without touching anything, look through the scope. You should see the crosshairs centered on the dot. If not, gently adjust the windage screws to move the crosshairs to dead center. Re-align the rifle so you can look through barrel and see the target dot. Now look through scope. repeat this process until you get bore and scope looking at same thing at same time.
And now you know why people pay places to mount their scope. There are made-for-the task tools that make the proces error free. Ever seen the Midway USA ad where there is a bubble level on top of the elevation turret? Yep, that's one. Stops you from mounting the scope tilted to one side. Amazing how that little tool eases life's litle problems.
