Nope. That's where the Black Friday specials come in handy. Bluing won't be as slick as whats on a BDL or CDL but a little Cerakote or Black Ice will fix that.

Thats the way I would do it. I try to buy good used but solid guns with good actions at a decent price then have them worked. In fact I am working on a new .308 along these lines-
Rem 700 action, trued and slicked bolt, Badger bolt handle
Timney trigger
Kreiger or Hart 22" barrel, threaded
CDI Bottom Metal to take AI mags
Manners Stock
Sinclair Bipod

thats the same thing i did, bought a new 700 cheaper than i could buy an action. you can sell the bbl and stock and get some back out of them. mine was a 270 win with a krieger bbl and h-s stock
