I believe the laws read, one of the two parties involved in the transactions has to be a licensed manufacturer, dealer or collector and proof of such has to be provided at time of shipment.

Blackpowder is different, but the gun has to be demmed unfireable(meaning disassembled)

Most major shipping company will not handle firearms without the shipper being registered with them to do so, such as a gun shop or dealer, an FFL is required.

Have the person you are shipping it to locate a local gun shop and ask if they will accept the shipment. Most will for a small fee to process the paperwork. My local guy charges me $25.00 per gun.
