on the TWRA website, most of the "add to cart" buttons for quota hunt applications are greyed out/disabled and can't be clicked through. I can't apply for the quota deer hunts this way, any idea whats up?

The same thing happened to me after I applied for the elk hunt. Try clicking on the WMA Quota hunt part in the left hand column. Doing so opened it back up for me. If that doesn't work, give License Sales a call tomorrow.
