I planted winter wheat, winter oats, and turnips. Plots are pretty and about 5 inches tall, but I can't see any difference between the oats and wheat, and see no sign of turnips at all. Planting occurred 1 September. Are turnips late starters?

Several variables here including weather, soil prep & depth of seed planted. In southern TN we try to get turnips, rape & other brassica in the ground around the middle of August. That gives them 2 full months before the first frost hits.
While cereal grains can be planted and inch or more deep, the small seed doesn't need to be covered anymore than 1/4". In fact, we don't cover it all. After cultipacking the cereal grain, we come back & just broadcast the small seed on top of ground. We try to do that in front of rain, but have had it lay on ground for up to two weeks and it came up fine.
Our turnips are about 18"-24" tall right now and they were planted on Aug 18. If you planted 6 weeks ago you should have seen growth by now.

My grains & peas are over 6" tall and I'm just starting to notice the turnips growing. They may be a little slower to get to a size you can see.

What tellico said. I planted turnips August 8th...the greens are nearly 2ft tall and the turnips themselves are as big (or bigger) than softballs. Turnips like to be sown early. A little rain, a lotta heat, and they're happy.
