Question about Unit L Co.

I was under impression that Tipton and a few other west Tn co. That were unit A co. And now unit L co. Did this change take place this year.

Was there a proposal to change it this year that failed.

I was under the assumption the local GW'S recommended it then other folks done the studies to support the change? maybe some clarity of the process would help
