Most people feel that deer move best on a falling or rising barometer. Especially when the barometer falls or rises quickly. This generally happens right before or right after a storm. Falling will be in the 29 range, rising will be over 30.
Some like the falling barometer better, some like the rising barometer. I'm no expert, but from what i know the rising barometer after a storm, usually is part of a cold front, which can also help to get deer on their feet.
all that being said, there is no magic elixir that is going to guarantee you see deer. If you can hunt, you may as well hunt, unless you are trying to not pressure the deer on a specific place.
From personal experience I see more deer after the storm on the rising barometer, though I think that has more to do with the fact that they may have been hunkered down during the storm and once it clears up they just need to get up, stretch their legs, and get something to eat and drink.
