Best I can tell, it hasn't made much difference anywhere else, so I'm simply expecting a great deer season this fall in Tennessee.

I understand your concerns, but I really don't think this is going to be a "lot" of people greatly harmed by this change.
Put it in this perspective:
About half the hunters are not going to kill "a" deer, not one, buck or doe.
Then, most of the successful hunters are going to kill only "one" deer.
This is the majority of deer hunters, who may have previously had as much or more chance of killing an illegal antler
less deer prior to 2016 before there were as many antlerless opportunities. This majority is very little effected by the definition change.
The ones more effected are the more avid, more accomplished deer hunters who regularly kill multiple deer. This is likely nearly all those reading and posting on TNdeer.com during the spring/summer months. It's just that we do not really represent the majority of TN's deer hunters, and it can be extremely difficult for us to relate to the average hunter, who will likely see the increased antler
less opportunities a bigger positive than the negatives of the definition change.
For those killing multiple deer, it simply becomes more important to be more certain of the target, at least after "a" deer has been killed.
That is not necessarily a bad thing.
