Possession of Bait

We were hunting our lease in Tennessee and then leaving to hunt lease in Kentucky. I met my hunting partner at our parking spot early one morning. I got there before him and therefore ready to walk. While he was getting pack and gun out of truck I walked over and noticed he had numerous bags of corn (not open) in the back of his truck. I had left my corn at camp. We were not using the corn in Tennessee. Again we were leaving for Kentucky the next day where it is legal. Imagine that. Is it legal to possess the corn in this manner?

If you happened to see someone'd dumped corn on the ground ANYWHERE on the TN property you were hunting, I'd have gotten the heck out of dodge before a warden had a chance to think he'd put two and two together and found a smoking gun.

But it sounds like everything went okay.
