Other than the obvious soil test....

is there a "cookie cutter" procedure to getting the soil in planting condition.

We planted some winter wheat and it and it has come up about 3 inches and stopped. We haven't tested yet, I am sure it needs lime for next year, maybe some fert, but not sure what to do next...

We were thinking that at first but once we looked at the ends, it was untouched (still pointy).... Also there are very few tracks in the plots yet, they are still hitting the lifetime supply of acorns we have....
 
I had the same problem right before season opened, unfortunately I didnt catch mine in time so well try to replant in spring with lots of lime
