SCN - my friend in NC called TWRA and was told that he is good to go. I learned something. I didn't think that would be the answer.

If it was the $10 license as you first posted, he is not covered. I got the following from the TWRA LE Division today:
The type 166 $10 license is an annual and would not allow him to leave a year and come back. The type 167 $50 is considered a lifetime for over 65 and that one would allow him to leave and come back .
