Passenger on a PWC

We were at a lake this weekend with our personal pwc, when an employee at a boat rental place informed us that it was illegal for a child(passenger) to sit in front of the driver.
We have seen and been seen many times by twra officials over the years and have never had a problem with this.
I have looked in the rule books and could not find anything on this althoug I could easily have missed it.
So I am looking for some guidance on this.

The boat rental place was incorrect. There are no restrictions on where the passenger may sit. All persons on a pWC must be wearing a properly fitted pfd.
