It seems to be commonly understood (I've heard it stated many times) that someone has to meet the requirements for landowner exemption to be exempted from the orange requirement.
Can someone point me to that regulation if that's the case? Item (d) of 70-4-124 states : "This section does not apply to a person hunting on that person's own property." I know the agency doesn't promote this, but it sounds as if a NR landowner would not be in violation.
