As long as it doesn't have at least one antler 3 or more inches long it is considered an antlerless deer. It is rare, but some does have been known to grow antlers. Also, because of this rule, it is possible for a buck to be tagged as an antlerless deer (such as a button buck)

The legal definitions for harvest are "antlered" and "antlerless" so there is no need to determine sex at harvest.
