if you were buying a new rifle and scope and had 650 to spend what would it be and why?

A Watherby Vanguard in 30-06 and a Leupold VX-II 3-9x40. Good, reliable, accurate gun and a nice scope on top. I have to say that I think the Vanguard is the best value in terms of accuracy, reliability, and looks out right now. $399....you can't beat that.

Used Remington 700 ADL and a good scope. Maybe You can find an older one, they were better quality.

Stevens 200 in 243 with a Leupold VX-II 3-9x40. Cant beat the Savage/Stevens accuracy and the Leupold speaks for itself.

Ruger Hawkeye 308 with a Vortex Viper 2-7. The new Hawkeyes are better built, CRF action, and much more accurate compared to the older versions. The Vortex Viper scope is comparable to the VX3 and Nikon Monarch. I would go as far to say they are better optically with the new ED glass. At $170 it is the best scope on the market for the money.

Depends on the application when it comes to caliber and optics. The Vortex Viper is on clearance and is the best bang for the buck right now. As Model70man mentioned, the 2-7 is on sale for $170. If you don't like that power range, they also have a 3.5-10x50 for $240 and a 4-12x40 for $240 as well.
When it comes to caliber, I would stick with 270, 308, 30-06, or 7-08. All are good rounds capable of taking pretty much anything in the lower 48 except maybe free ranging Nilgai down in TX. 30-06 has the advantage that you can get them in any co-op out in the middle of nowhere.
As for the rifle itself, you can buy used and save yourself money. I would stick with remington 700, remington model 7, ruger m77, or some commercial version of the mauser action like an interarms, charles daly, or remington model 798. Actually, custom mausers built on military actions can be very good as well.

what do you want to use it for?
I'm thinking stevens (same as savage minus a couple frills), egw picatinny 20moa scope rail, steel burris zee rings, and nikon buckmaster 4.5-14x40 (or vortex 4-12x40, i have no experiance with them but they are getting good reviews).
chambering depends on personal use and want.
now for why... this setup will get you a durable, accurate rifle at a dandy price. If you ever want to change any thing the action is the exact same as the savage and you can build a heck of a custom rifle off that action. Of course you can also "leave it alone" but that phrase doesn't register with me.

If you go with the stevens, I would go with a little older model, They changed the newer model so no one makes an aftermarket stock for it yet. Actually, you can probably get an older savage 110 for about the same price. I bought one off of here for $250. You should also consider replacing the trigger with either a rifle basix or timney trigger.
The Vortex is along the lines of the Nikon Monarch (I own both) for the price of the buckmaster.

Mauser action with a new remington factory barrel for $235 plus $35 for ffl transfer fee. Add a timney sporter trigger for $50 and a stock for another $80 and $250 for a vortex scope and you have your $650.
For $320 you can get a vg condition mauser action with a premium douglas barrel.

Stocky stocks does have them now. I was out there less than a month ago when I was considering buying one for my savage 110 and they had the following posted

It costs a manufacturer about $100K to set-up for a new inlet so don't expect new versions to pop-up every time Savage decides to change something for a few months. Be sure to remember that when deciding on which gun to buy also!
