Guess it's a "fairer" way of doing it, at least for the Arkansas resident hunters.
But this will increase the waterfowl pressure here in TN, imo,
mainly from TN resident waterfowlers hunting more here than in Arkansas.

I honestly don't think the "oosers" are the problem, and I don't think this is the solution either.
Only 13% of the WMA permits purchased last year were from non-resident hunters. I'd be willing to bet most of those hunted 5-15 days max.
My family lives there (father and cousins), and I have hunted it pretty hard for about 7 years now(hunted it regularly before then, but not hard). Yes there is always out of state hunters, but 13% is 13%.
I truly hope it never goes to a draw, but I don't think there will be an noticeable difference in people in the woods this year.
If anything, it will concentrate people more if a rumor gets out that XYZ WMA has a bunch of birds on it.

It's a double-edged sword. I heard reports of a WMA's last year (near Jonesboro) where of 50+ vehicles parked in the lot, less than 5 had Arkansas tags. Majority were from Tennessee. Perhaps more opportunity for in-state residents, but certainly a loss of revenue from the flock of out-of-state hunters.

Guided hunts blew up years ago. Most OOS'ers go to the same places each year. A lot of times, it's where they come back to their truck and trailers and they are like they left them. I quit hunting Ar wma's a long time ago for this reason. Most locals are good guys. It is like most areas where a few spoilers ruin things by "fixing" the infringers.

The way I read it, there is no restriction about how many people are on a particular property at a given time. I think that's the only way to actually manage over-crowding...sell a set number of permits for that WMA for a given time.
The prime hunting spots during the prime parts of the season will still see about the same numbers of people come in.
One thing I certainly agree with that folks were saying in the site's comment thread...the changes looked like they were geared more toward revenue generation than actually fixing the problem of too many people occupying the same space.
