"Native Son" NR Licensing

My father has expressed interest in hunting his own farm if he can purchase a license under the new clause next year. Although my grandparents have lived in TN their entire lives, my father was born at a Naval station out of state while my grandfather was on active duty as the Korean War was winding down. Is he out of luck because of this or will he qualify since his parents (and he of course) lived in Tennessee? Is there an application process to acquire this status?

Yes. He owns the farm he grew up on. He doesn't hunt it because he can't justify the NR cost, but would like to if he could for a reasonable cost.

I'm not sure how the law will apply to his situation. I would suggest that he inquire on that through Executive Director Ed Carter.
