This is a very small creek , and a mile or 2 away from where it ties into a bigger creek. Would otters normally hang out on such a small creek?

Two years ago I got a pair of otters on one of my trail-cams. I'm hill country and the closest river is a half mile away. First otters I've ever seen in my area.

Seen a otter hopping across a 150 acre soybean field in January one year deer hunting. Closest river or large creek was over a mile. They will hunt most anywhere and travel to get there.
