Fair enough. I don't disagree with that part. Maybe forfeit 1/13 or something. I'd definitely forfeit that amount of money to ensure I wasn't hurt for the draft in a meaningless game.

I can understand opt outs if they are getting ready for the draft. But if they are doing it leverage for more money, them is time to start signing hard contracts and holding employees accountable for bad performance and non-performance. Set parameters for performance bonuses and penalties for transferring.
