I have a much better suggestion. Instead of priest, hunt Old Hickory. More deer and a lot more variety. The land all up and down the river on both sides is speckled with open to the public, TVA land.

Keep in mind, in addition to the houseboat, they will need a jon boat. Most places, you can't get a houseboat close to the bank.

Better yet, rent a camper-much cheaper than a boat and hit one of the many WMA's still open.
 
Fly in to Blacksburg(Va). rent a vehicle, Jefferson National Forrest[10's of thousands of acres to hunt] less than 10 miles.
 
Sounds like a good idea. Heck I live 2 min from Old Hickory WMA and Living on a houseboat during the season and hunting the lake sounds like it would be a blast. Lebanon A/P 10 min away from Old Hickory 20 min from Priest.

Would not hunt WV for deer. Bear, yes. Deer, no. Have hunted WV before. Last time was 2010 and on a lease in Greenbrier County. Although plenty of mtns, the best agricultural county in the state. No Sunday hunting. Lots of poaching. Regs are very confusing and easy to find oneself hunting in an area of the state or a county where no does can be taken. As I recall, it was one buck for archery, one for ML, and one for rifle (maybe it was only two bucks for all of the seasons). Waste of time and money. If he wants to hunt WV, hunt near the Ohio River, but then I would cross over in Southern Ohio and find some fantastic deer hunting.
 
What about MS?

I would look at Hillside, Mathews Brake, Morgan Brake, and Panther Swamp NWRs. Approx. 40,000 acres, a December rut, and during the archery hunt there will be at most 6-10 deer hunters on the entire 40,000 acres. Plus, the delta is much more of a cultural experience than middle TN. The one downside would be they can't shoot does, but they'll have an opportunity at some of the heaviest bucks in all of America.

They could fly into Yazoo City or Greenwood and find a decent hotel for $30 a night.
 
Haley jaqueth is bow only in Williamson county but very small, 200 acres. Yanahli is statewide season and plenty of room to roam.
 
I'd fly into Paris or Murray and do the LBL trip, but that's just me. The houseboat deal sounds pretty neat, too, though
