Melton Hill/Clinch River?

Does the clinch river below Norris Dam flow into Melton Hill Res. or is there a dam in between somewhere? If there isn't a dam does that mean I need to abide by Melton Hill regs if by chance I catch a striper I'd like to keep?
 
There is a lot of people fishing for striper at 61 bridge that is about where the bulk of them stay it is on mt hill my cousin shocks for twra and they had them come up all the way at the wier I thought it would be to cold but he said they travel wher genirating bc they can swin 30-35 miles an hour never cought one there but there is always alot of people in there
 
That little dam is just a weir dam that holds water back to keep a minimal flow going when they are not generating. Not really a dam, more like an obstruction with baffles for oxygen.

Kill every rockfish you can in the Clinch for me please.
