Lifetime license

Friends of mine bought their Grandson his lifetime license a few years ago. Will he get an actual license? Will he get a new license every year. He is 11 now

I'm not sure. My memory with my son is that he didn't get his until age 13. But, that has been a while. He will receive one license, and not one every year.
