I'm pretty sure I'm covered with a regular hunt/fish license, but....do I need a supplement license to try to shoot small game (rabbit, squirrel) with a bow? Is there any restrictions on what points to use...judo, practice, broadhead, etc?

Your Type 01 license covers you.

This is what the Proclamation says on the points:
For big game hunting arrows and bolts must be equipped with sharpened broadheads. For all other game any points are allowed.

I would suspect that if you were checked "hunting" small game with broadheads during the big game season and did not have the big game archery license that it might end up with a trip to court for them to rule on your legality during that period of time. I think I would opt for other types of points during big game season if I didn't have the big game archery license.
