This may be too much of a splitting hairs question to even find an answer to but I thought I would ask.
Duck hunting on a WMA, say in a draw blind at Gooch or where ever.
Say a guy goes with the group to the blind and ALL he does is hang out, cook and talk smack.
He has no gun, no ammo, no nothing and doesn't call.
Basically does nothing to help in the hunt, just hang out and cook, does he need a license?
Wma permit?
