License Needed if not hunting (ducks)

I know this has been answered on here for deer in the past, but I've searched and can't find it. My question is specifically about duck hunting.

Someone wants to go duck hunting (on private property). They do not want to take a gun, and they do not want to shoot or call. They just want to go & watch. Is a license/stamp of any sort required?

They do not need a license to watch or do any photography if the do not participate in the hunt in any way. In addition to shooting and calling, such things as working a dog, helping with the decoys, etc. would be participation.

Duck blinds complicate the issue more than other types of hunting. If there is an extra gun, particularly if an extra gun is uncased and loaded in the blind, it is very possible that the officer would issue a citation and let the judge decide on the truth. As an example, if you have five legal hunters plus your friend in the blind, and there are six shotguns out when you are checked, there is a high likelihood that the officer is not going to believe the non-hunting story.
