Hey SCN, I know I have asked a lot about this topic, but every time I read up on it I just scratch my head as it doesn't make a lot of sense to me.

I am filling out my Landowner exemption form, and I understand that me and my family (son, daughter, wife) can hunt my land, but what is puzzling me is it appears that tenants on my land with my permission can hunt on that land for free as well...However when I checked with you last time, you told me that my brother and my father cannot hunt on my land with exemption.

Why would they not be able to and some random Joe can if he lives on my land and I give him permission??

If I am reading that right, that makes no sense to me.
 
You are correct in your interpretation.

This was not a TWRA drafted statute, so the whys go back to the legislators that drafted and passed the bill.
