I don't think the adult has to have any license at all. Just be over 21 and in position to take control of the firearm immediately in needed.
If the child has a license, the childs TWRA Id number is used. If they do not have a TWRA Id number then the childs social security number is used.
It does not count against the adults limit.
I think this answers most but not all. I'm not entirely sure on extra permits as it may pertain to WMA's and such.
