1. Can you do the paperwork online?

2. On the written application there's a place for the parent or legal guardian to sign. Can a grandparent who is not the parent or legal guardian sign if it's a gift from them?

I think it requires a copy of their birth certificate, so I don't think it can be done online and without the assistance of the parents, Give our license sales folks a call at 615-781-6585 and they can tell you what they need.
