Is this the same deer? Couple Questions.

Question 1. Do you believe that this is the same deer from 2014 to 2015.

Very possible. Both have no brows, but the "bump configuration" on each main beam where the brows should be is similar from year to year. Slightly raised on the right beam, and barely raised and noticeable on the left beam, where the brows should extend from.

Question 2. do you think the 2014 /2015 deer above could be either of these deer from 2016?

Highly doubt it.

Is it possible to go from having no brow tines to having them?

Possible, yes, likely, no.
