Is this deer older but underachieving?

I've gotten a couple of pics of him. The reason I ask is his belly seems to be saggy.

What do you think?

The belly sag I do not get.

I do not think he is very old at all.

shoulders and neck indicate 2.5... 3.5 max. Belly is plump, but not related to age... something else going on there.

I'm not 100% convinced he is older, but the belly sag and the neck are whats throwing me off. I have pics of other deer with much better racks and they have skinny little necks and no belly sag and it is pretty obvious they are 2.5 yrs old.

That's not the belly sag of a mature buck. That's just odd looking. I'd say 2.5.
