Is it too late?

to plant some cool season veggies? It's my first garden, I've got everything prepared, but I'm running late. I know I'm in time for tomatoes and such, but can I plant cool season crops like parsnips, lettuce, spinach, etc. right now? If it's too late, can I plant them in late summer/fall?
