When I first looked at this, my initial thought was "a solution in search of a problem." However, before I got a nice bino harness, I used one of the Crooked Horn Outfitters elastic style harnesses for years. The kind that just holds the naked binos to your chest. When deer hunting, it was convenient being able to simply raise them to my eyes and let them back down whenever I wanted to glass something with 0 risk of dropping them out of a tree and without needing to pull them out and put them back into a pouch 50 times a morning. I wouldn't trade my current harness for this, but I definitely see why someone might prefer this "hybrid" style for stationary deer hunting.
