The paint and hook attachments suggest Heddon or SouthBend. It isn't in any of my books. Can you take a better picture of where the hook attaches?
 
Just really cool to think someone was out fishing with it all them years ago. Lost it some how and it stayed washing around in the waters till I picked it up.

That's real cool man :tu: everything I just looked up about the hook screw and the way there pinched shut looks like early 1900s to me also. According to the Link TNcharlie posted
 
Looks somthing like the old Arbogast sputter bug. It would of had a metal lip on the front of it, which could of rusted off.
Cool find.
