It varies at certain lakes as well, so be sure to look up specific regulations for where you are going.
The TWRA family fishing lakes, for example, have rules against using jugs on the weekends during the summer months (presumably because there are a lot of people on the water and it could be a nuisance or something). Those same lakes limit the jug count to 10 per boat during the week, if memory serves.
