How far off the lands?

.010" is pretty common, some jump them farther while other like to touch the lands. It may come down to what will fit in your magazine though.

What bullet are you using?

I am using Hornady 139g SP Interlock flat base (manufactures #2820)

Measuring the COAL of this bullet in a split case dummy rd the COAL is 2.292 to the lands.
The longest rd I can squeeze in the mag would have a 2.233 COAL. A difference of .059 which seems to be way out of the ranges I have been reading of.
Btw, a factory rd using the same bullet measures 2.208 COAL. A greater difference of .084.

You are correct. I was using the wrong term. Duh.
I am using a bullet comparator and the measurements stated earlier are from the bullet ogive.
The correct COAL would be 2.874 to lands
Longest to fit in mag would be 2.806, a .068 difference.
Factory bullet would be 2.772
 
Load them to mag length and see how they shoot. 2.800" is SAAMI spec on a 7-08. I've seen some whittle on their magazines to fit a longer COAL but depending on how it shoots you may not want to go that far.

I just worked up some loads for my wifes tikka 7mm-08 ss and found in order to get the COL where I needed it I had to convert the bolt to a long action and use my 300wm magazine. I was shooting barnes 110gr 44.3 gr of varget in a clover leaf at 100 yards. If I can remember right that was .005 off the lands. I'm about to start testing some 120gr v max bullets here soon and will probably start at the same .005 off the lands. I'll try to report back once I get some data.
