Sorry. Phone is going crazy. Trying to set up a small private shoot. Have perfect spot, water, powerlines and muktiple tilled up spots. Going to plant plots with the idea of timing for sept 6th. I have endless wheat, oats, and small seeds. How long does it take for birds to find it. I have 16 acres od standing beans 100 yards away but they wont be cut. I want to be legal. Keep spreading wheat and tilling it in? Is there any other tricks that are legal?

You might already be illegal with multiple wheat applications

You can manipulate a crop in ANY way you want. You can only top sow once. If you top sow for dove hunting then use uncertified wheat so you can sow about all you want. If it's certified you are subject to a tighter sowing amount.

If you grow the crop you manipulate it. What you said about wheat is untrue. You are within sowing amounts regardless. Doesn't matter what the wheat is.
 
The difference between the certified is 120lbs/ac and uncertified is 210lbs/ac. Yes there are constraints but, I've seen 210lbs/ac and no one in their right mind would put more out. So for me and any field I've ever been on 210lbs is more than the baiters put out.
