Having lead/steel shot on you

I know that I cannot carry lead and steel shot with me in the woods but I've been told also that I can't even have lead in my vehicle if I have steel on me and vice versa. I just want to make sure I understand the rules correctly.

Suppose I know of a small creek that in the Winter has wood ducks and I want to hunt them at first light. After that, I want to finish out the morning by shooting a few squirrels, rabbits, or some other small game that doesn't require steel. Is it illegal for me to hit the creek early with steel shot, return to my vehicle and put the steel away, grab lead to shoot squirrels and return to the woods?

If so, the next question is how do we go about suggesting that this get changed? I don't think it should be necessary for me to drive all the way home, swap ammo, then return to the woods. That wastes too much time.

If you are checked at your vehicle and have waterfowl and possess lead shot, you likely would get a citation. On your duck hunting trips, I'd suggest leaving your lead shot at home and using nontoxic for the squirrel hunting.

Since it is a federal regulation, you would have to lobby the US Fish and Wildlife Service in Washington, DC for the change. Since it has been in effect for 20+ years, I would be surprised if any changes are made.
