"NCAA president Mark Emmert told The New York Times last week that he's recommending the governing bodies of college sports approve new NIL rules before July 1st, or soon thereafter.
Emmert hasn't indicated whether the NCAA will challenge any of the state laws in court. There are still several federal proposals that could preempt state laws if Congress decides to act."
