What size person should shoot this gun? Arm lenght?

Look online at shotgun fitting articles. It is very important to get the length of pull correct for the shooter to point the shotgun easier. Youth stocks vary in length but typically are 1 inch shorter. Small statured men, ladys, and youth shooters in the 5' to 5' 6 height will benefit using a youth stock.

I think this one at its shortest is less than 13" . Maybe 12.5 . Came with 4 ,1/4" spacers i believe.
