Without having specifics, there is no way to properly answer your question. For example, if the public waters are part of a WMA, the feeder would be illegal under the regulation making the feeding of all wildlife (which, by definition, includes fish) illegal. In addition, it the public waters include Corp or TVA waters, it comes under their definition as well.
If you are really interested in doing this, I'd contact the Regional office of TWRA to see if there is any restriction from TWRA on that water. And, if it involves either the Corp or TVA, you would need to contact them as well.
